When using UEB on a braille display if you come across a different language like Esperanto or Norwegian that have different letters or accented letters would they show up or would they be left out entirely? (self.Blind)

In practice, it tends to depend on the letter.

Most common accents would probably render in some way, think umlauts and such. æ, ø and friends I'm not entirely certain of, they might show up as an unknown character but it will also depend on what screenreader is providing the table.
