You are wise to be cautious about illegal substances, especially with a vulnerable population. However, with proper preparation and care during and after the experience, blind people may be able to enjoy psychedelics too. There are risks, but no the ones you are stating.
In fact, according to this article in the Economist, " \[Global Commission on Drug Policy\] conclude that, as far as the scientific evidence is concerned, current drug laws have no rhyme or reason to them." A chart from the Lancett demonstrated that harm done by Alcohol use is not double, not quadruple, but 18 times greater than damage by psychedelics. So if you are going to keep DMT away from blind people, you need to take away the booze.
DMT is a beautiful experience; it is not an addictive substance used to function. No one needs DMT. Additionally, people don't \*need\* DMT in the same way they don't need a vacation in Hawaii. They are luxuries and are generally enjoyed infrequently. Can I function without it, yes. Do I wan to? Heck no. You personally don't have to try DMT yourself; and people who enjoy DMT are unlikely to pressure someone to use it. That's not how it works. However, you might consider at least trying to learn about it before deriding it.
As to what know of hallucinations and experiences might be had by people who have never seen, well that's yet to be determined. With only one anecdotal report, we just don't have evidence either way. One thing to note about DMT is that hearing and physical sensation may also be affected. A blind person may experience those effects. If a well prepared and supported blind person (same for sighted folks) wants to try DMT or drink Port wine at their wedding, who am I to tell them no?

No, it is possible to see. Through your minds eye. It's not the same as what you see through your eyes, but it can show you color, shapes, patterns...if you develop the minds eye you can see just about everything, but that's a mystic path.
I wouldn't categorize these as drugs, per se, but spiritual tools that allow to access latent abilities we're not aware we have. You don't get 'high', you're just able to perceive more of what's normally imperceivable through a way outside of normal sensory experience.
