Where to download or buy new text to speech voices for windows (self.Blind)

I am kind of desperate, and I figured this community may be able to help due to reliance on text to speech! I can't think of another community that may know more on this topic.
My friend is not blind, but mute. I want to find text to speech voices for her to use to communicate with us more freely online, but I cannot find websites to actually download voices. I have the technology set up to allow her to speak with a TTS voice, but I don't have a voice she feels is her own.
At this website: $1 I found the voice labeled "Karen" which I've heard in many places online, but it is tied to their program in such a way that I cannot use it. Does anyone know places that offer voices to download, or even the source of this Karen voice?

Acapela Group does digital voices. I got a premium voice from them included in some TTS software I downloaded.

A while late, but just in case you didn't find it...
The voice name is Justin. It was originally made by Ivona, which was acquired by Amazon at some point. There is a well polished version of it on Amazon Polly, but the original version is decent too.
