Where can I obtain a Digital Talking Book Player? (self.Blind)

Hi, I recently enrolled in a Braille school that has at home curriculum/homework. I am totally new to Braille. They sent me a DTB cartridge for the lesson instructions, but I do not own a player. Are there any other organisations or companies, besides the NLS, that make them, or could loan me a DTB player? If possible, is there any way to own one? Also, I would like to know if there are any companies or vendors that make machines that are compatible with the NLS-DTB cartridge.

Contact your state's "library for the blind" or similar service and they should be able to get you one. What state are you in? The cartridges are just USB memory sticks with a fancy packaging; but I haven't looked into how readable they are on a regular PC.

Well, you won't own it but go here https://nlsbard.loc.gov/nlsbardprod/login//NLS and click the sign up link.. This assumes you are in the United States. They will send you one for free and bonus! You can get books on cartridge or download the BARD app for your phone and avoid the mail.
