Quick question about walking towards a blind person on the side walk, if I am walking towards them what is the best way to let them know I am approaching them? (I live in a major city with small walk ways)(self.Blind)

Pick a side and say "hi, on your left/right." In general, assume it's easier for you to get out of the way. They might be following the curb or the buildings, so try to accommodate for that.

I think most important is don't stop and say nothing. I have no site at all, you going still and quiet effectively means you disappear from my radar. as u/MostlyBlindGamer said it's quite possible they're following a shoreline. If I hear people coming and there's not room to walk 2 abreast I will usually give way and let someone go bye (but I tend to encounter families where there are either dogs, young children, or pushchairs etc so it makes more sense for those moving faster than me to go ahead).
If I am busy or in a hurry, I will sometimes bull ahead and trust that a cane means people move. I am quite apologetic about hitting people,unless they've frozen up and gone still and watchme as if I wer under a microscope.Then I'm perhaps more forceful on their ankles than necessary.

Is there no way to step aside at all, where we live the paths are so narrow but still stepping in against the wall of the building I think would be best,

Most of the sidewalks have small gated garden on either side so it is a bit tricky, today I was walking and they bumped me with their cane I did not mind but he seemed very apologetic.

Could always say, "coming by". Or if you don't want to talk, just scuff your foot a couple times on the ground and they'll most likely hear it.

As the title says it is a situation where I cannot just walk around them, I would never treat a blind person differently then a regular person.
