Not sure about creating an account, as I did that in 2019 and don’t remember a captcha, but about logging in, the layout of the login screen is simple. You have account name, password, and a remember me checkbox, and the login button, so all you have to do is type your username, tab, password, tab, and then press space to check the box, and then tab and enter. You can use ocr to make sure you did everything correctly. Anything after that is pretty much fully accessible. Also, the comment said that steam is completely inaccessible, which is false.
