i am not entirely sure which apple watch firmware update added the feature, but the rotor is available on the apple watch as well. simply use a rotation gesture on the watch face until you get to volume, then swipe up or down to adjust. it’s a fair bit more convenient than the old two finger double tap and slide for volume.

no, it is not in the settings. it is the rotor gesture, the same as you would use on the iphone. turning your fingers like a dial to switch between headings, containers, words, characters, etc. that function exists on the apple watch as well.
