That is awful.

Whether the guide dog is from the Seeing eye, or, another guide dog school, she should contact them for guidance on this. They also may want to do an on site evaluation of the dog.

Finally, regarding the property manager telling the blind person with the guide dog to avoid the sighted person with an unruly dog, that is complete bull shit. This person needs to learn how to control their pet. The school should be able to advise her on a response for this as well. I would not be satisfied with this as it feels like a dismissive response given by someone who should know the difference between a pet and a working service dog.

As angry as it makes me to see something like this it does not surprise me and all we can really do at this point is our best to create space between the strange dog and our working service dogs. I am constantly listening for any sound of a dog, whatever extra warning I can give myself is going to assist in me protecting my dog.

The fact is that there are several aggressive dogs in my building and formerly we had a really poorly behaved "support" dog that I repeatedly made complaints to the program supervisor. Eventually the dog was banned from the property so I had one less dog to worry about, but semi-frequently I hear dog fights in the lobby.

So yeah, I feel this on a deep level and hope everything ends as good as it can.
