Is there a software that will read a Google chrome tab for you? Or any other accessibility tech?(self.Blind)

There are screen-readers available for pretty much every kind of OS, and also a built-in screen-reader for Google Chrome itself called ChromeVox (check chromevox.com to learn how how use). ChromeVox is a Chrome extension which can downloaded completely free. If on Windows, I would suggest looking intoNVDA which is a free and open-source screen-reader. I use this myself on a daily basis. NVDA can be downloaded at nvda-project.org. If in the US or a country that offers it, I will strongly recommend looking into some rehabilitation programs to help him adjust to blindness. They can also give him some assistive technology training and resources that may help. I hope this helps, at least with a place to start.

Nothing...
Edit: literally. This many hasn't sent an invoice or paid a bill in 3 months before I start because he can't see.

Cheapest solution is a Chromebook that comes with a built in screen reader called ChromeVox. Best solution in my opinion is any MacBook is they come with a built-in screen reader called voiceover. Please note that learning to use a screen reader takes a while so expect some frustrations in the beginning another option is an iPad that also includes the voiceover screen reader
