Yes. Every braille system uses the same six (or sometimes eight) dots. Russian braille is more or less a transliteration of Latin alphabet braille, so Б is the same as Latin B etc. Almost all braille displays will have 8 dots per cell. Braille is represented electronically by ASCII characters regardless of the language, so the same braille display will be just as capable with any language.

I believe there is a set of Braille symbols for the Russian language. If you know that set, in addition to Computer Braille, using a display should be easy enough.
