You can set the language VoiceOver speaks manually in the voice attributes menu, which you can access by pressing Control+Option+Command+Shift+Arrows, where the left and right arrows select the voice attribute and the up and down arrows configure the selected attribute.
I also recommend setting your system language and keyboard layout to US by default, because most applications are in English and shortcuts are designed to work best with a US keyboard, as well as adding spell checkers for both your native language and US English.
I have my Mac set to use the US English localization, a keyboard with the US ANSI layout, and use the Samantha voice by default. Whenever I need to read something in Portuguese (my native language), such as when I browse /r/Portugal, I just switch the voice to Joana (the European Portuguese voice), and when I need to reply to a post over there I switch to the Portuguese keyboard layout so that accents become dead keys that can be combined with letters.

It’s a bit cumbersome, but I manually switch the VO voice in my roter (sp) when I have to go between languages. I just switched mine to french because I’m trying to learn the language, and have to go back and forth between voices a few times a page usually. It’s the best hack I. Can find, though. PS I’d love someone to talk to/practice if you’re ever willing!

Might be unrelated. When the language on my iPhone got switched to Welsh, the Reddit app no long did spell check.
Which makes me think maybe there is something in the website’s hamlet that clues the OS into what language to use.
