Ok so hear me out. Lite brite. A lot of blind people can still see bright lights. So something along those lines could be doable I think. I know a lot of blind people enjoy Christmas lights. The colors, the shapes.

The thing is a painting is a visual medium, adding texture to it doesn't really help me, as a blind person, because a painting is still based on perspective, it makes sense more to the eye, than to the hand.
On the other hand, you ever seen those walls where sculptures are like, carved into the wall, or out of the wall, I think they call them reliefs, I can touch and understand those, because they are sculptures, not textured painings.
I like touching interesting stuff. Like silk, or a stuffed bird, or carved wood, or stone that's interesting for some reason.
My mom used to walk me around a park with lots of statues and let me touch them.
And that's the thoughts I have on art that is not auditory.

I'm sighted, but I think work with strong light and dark and color contrasts would be helpful.

I’m visually impaired and can’t see any color at all (achromatopsia) but I love making art
With paintings it’s a lot about the use of colour but texture is very important like some others have said something with a relief is nice it’s harder to work with I’ve tried it myself but it’s worth it
If you want to use color then have high contrast in it

hi everyone, thanks for your reply I really appreciate it and will try and incorporate as many of the ideas I can. I’d just like to add in case this adds any more context , I was mostly thinking of doing a portrait painting. Not sure if that changes anything or has any different answers though.

Are you allowed to incorporate sound? If you had a sculpture that made noise, it could then be felt and heard. Adding light for those that can see it would be another bonus :)

I just realised awhile ago that my passion for contemporary art, and sculpture, and many of the German artists of the 20th century is because of the use of colour and texture. I have low vision but have had vision issues all my life. I can still see some things, so my perspective is from someone with low vision, not 'blind'.
I have zero love for the old masters, religious art, etc because I cannot see anything in those dingy colours.
Something tactile like sculpture, or something with contrast and bright colours, would be my suggestion.
