It would likely depend if the person lost their vision later in life, and if they have visual memory.

Yep, fully depends on this. I have a friend that was born blind and his dreams are like recordings. While I went blind around ten years ago (or around eight YO) and I can see in my dreams, this is from memories of what things look like, and my brain creates images of stuff based off of passed experiences.

No I can’t was born with very low vision extremely so and lost it all about 8 years old. So yeah, been blind for 20 years.

Oh yea,
Horrible dreams, strange dreams, erotic dreams, I've had them all. But I also have a bit of vision so that's that. I never had any higher levels of sight or never it decreased. But, my dreams are remarkably clear and detailed than what I see with my eyes.

I'm blind in only my left eye, been that way my whole life, and in all of my dreams, I'm always blind in my left eye, just like when I'm awake. So my vision when I'm dreaming is the exact same as when I'm awake.

I went blind at 18, so I can see pretty much perfectly in my dreams. Whether or not my brain registers that I can see in my dreams is a whole other question.
