I’ve been here for 5 years! Most of the inner neighborhoods are walkable. I used to live in SW Portland (Hillsdale area) and found it to be very car-oriented. I’ve lived in NW (23rd area) and SE (Buckman) and have found them both to be very walkable with good transit access. Either area can be pretty pricey. Most areas that are close to city-center will be clustered around a main commercial street (ie Hawthorne, 23rd, Mississippi, etc) where you can find mostly anything you’d need to buy in a regular neighborhood strip. Walking distance from one of those can make things a little easier.

If you’re looking at surrounding communities, I’d probably suggest Beaverton or Milwaukie since they have MAX lines. Vancouver could be doable as well and you avoid income tax by living there, but getting to Portland could take awhile on a bus. Happy to answer other questions you might have too!
