Which apps are the best for Android phone usage by a blind person? I need an app to make and respond to the phone calls just by voice, without the need for touching the phone

Why do you need a way not to use the screen?
Android has a screen reader built-in called talkback.
If you’re running the latest version of talkback an android, you can tap the screen twice with two fingers to answer the call and hang up. This also works on android 11.

Personally I recommend trying a apple device as well, maybe you can go to a Apple Store/shop and try the phones.
Personally I find Apple easier to use, also it’s easier to edit text all on iPhone in my opinion.
I use Android and do not think such an app exists, I make my call with the assistant but for answering calls you'll need to touch the screen or be using a bluetooth headset.
Now it is possible that I just do not have that ability turned on as I do not use voice activation for the assistant.
