My organization sells the tape used for white canes. I'm sure you can find it in your area as well.

There's a tape called conspicuicy tape. It's about two and a half inches wide and each roll comes in alternating strips of red and white. It's legally required on commercial vehicles like 18 wheelers and dump trucks.

It's highly reflective and sticks to truck bumpers at 60 miles per hour in rain and snow.

I've never heard of it being tried on a white cane before but I've been considering trying it myself.
