Two semi related comments
In Eastern Europe, many towns had a metal model layout for the blind. Gave roads, dire tons, architecture, etc.
Second, have you ever been to the FDR memorial? Very tactile. Some braille, some marvelous surprises.

I think blind people would have to learn the symbols. I don’t think a lot of blind people think in those types of visual symbolics, or faces. Which is why symbolic or emoji type writing is rarer in the blind population. It would be cool to be taught, incorporated and put in to a lesson plan.
This is maybe why it is not that common. It is good that there are some out there but for most blind people, picture type icons are rare. Or not really there as said above. Can this be changed and taught, yes. But it would have to be incorporated and changed, and blind people would need to be taught how to think about them.
