So far i've only found audiodiscription in japanese when it coms to anime.
Like the others here said talk about it and ask her what she thinks can help.
I watch a lot of anime myself and am legally blind but some of the sounds can give me the info i need to get what's going on doesn't always work tho.
As for what anime to start with.
Perhaps something with not that manny episodes and a nice yet lighter storry might work but that's once again up to what she likes.
i got in to anime with death note witch is the oposit of short and light but really great and got me hooked.

I’m VI, play a lot of games, watch a lot of anime, and occasionally read manga. I still have usable sight, especially when up close to screens, so that’s how I get by. I would however say that subtitles are never a good idea for the visually impaired, so probably stick to English dubs.
I agree with the other comment here about asking her what she can/cannot see. I know it’s possible to buy manga digitally, in which case it is possible to zoom in on the digital file very far to be able to read the text. I buy physical copies because I like to look at the art that way, but all other comics I read need to be digital so I can zoom in. As for anime, I think I started with FMA, but I would also say that MHA is a good one to start if she likes super heroes. Violet Evergarden is a romance, kinda sad, but she might like that too. Definitely don’t show her Sword Art lol. But I’m sure there are audio descriptions for anime out there somewhere. If not, the best way to test if an anime will work for her is to put on an anime, close your eyes, and see if you can figure out what’s happening.

You can provide simultaneous audio description of films if you want but it's a big ask so your new friend probably wouldn't expect you to do it all the time!
Depends on how good or bad her sight is really. Have a chat about it. If it were me I'd ask if I wasn't clear what was going on. After a while you'll figure out what she gets and what she doesn't.
The bottom line is ask her, really.

Totally blind here. And not really in to anime but that’s just me.
I find that animes can be hard so the easiest is stuff that has english dubs already. I can’t watch the stuff in japanese and see the screen or read the subtitles.
I like death note and as a young kid well like 10 maybe almost 15 years ago now…. Wow! That’s a long time ago isn’t it. It was hamtaro. But stuff in english already with english dubs will be the best.
You could describe it yeah, but the english will help for sure. Don’t watch something in purely japanese. I know a lot of sighted people like that and just read subtitles but yeah.
Manga is going to be really hard because that’s mostly visual comic type books.
