I'm not a user, sorry. Google Play books is not as useful as Kindle on Windows and iOS though.

Even on Android that's still true, Kindle is much better, not a clue on braille display support though.

On Windows, check out $1. It's not perfect, but does a pretty good job with most things. It's even my reader of choice for non-book PDF documents and PowerPoint presentations.

My understanding of Kindle books (if you purchase them through Amazon, at least) is that the accessibility options are book-dependent. The "product details" section on the Amazon page indicates whether the book is text-to-speech enabled and screen reader supported (or not). Has anyone had issues with this?

Kindle app isn’t bad my favorite is ibooks but it’s also glitchy at times so meh. Kindle has been faithfully reliable.
