I would say "excuse me" and pass them. I would give them enough space and time to react so I don't startle anyone.

Do the same thing you would when passing a sighted person from behind. After all, a sighted person also can’t see you from behind. Certainly, I don’t expect any person to see me when I’m behind them, so I say “excuse me”, they step to the side and I can pass. Same thing if I hear someone behind me say “excuse me” to me, I step to the side so they can pass. You may be overthinking it a little, as no-one can see behind themselves, even the sighted.

If they need to react or move then say excuse me or something even hey coming through to your left or right or whatever. Or coming through.
I think that some people say something whether they are 2 feet away on the opposite side of the sidewalk and I am moving right along and don’t actually have to react because they are not too close and are actually far away from me and won’t bump in to me, but they still felt like they should announce their presence. I am like. Uh. Okay? Are you trying to say hi, what is your purpose. Some people just genuinely wanted to say hi I am passing you and it’s like that’s odd okay I don’t need to know that. I mean if you need to pass and I need to move then say something but if it’s you’re walking on campus 2 feet away from me and will never run in to me just merely passing by there’s no need. I mean you can certainly say hello and chat and engage me in a conversation. Happy to do that, but just to say passing by passing through there’s really no need. If you want to say hi to a blind person feel free. But they will react like anyone else. Some are more friendly and some are less.
