A vocational rehab counselor can help you get back into the work field as a blind person and train you all for free. You can also reach out to your local lighthouse for the blind or your state agency for the blind depending on what state your end and they can lead you down the Saint path

How much vision do you have? YouTube has so many IT channels that aren’t VI specific. If you can use magnifier or something you can use all the resources. Get an old workstation or server. Any machine will really work as a starter for hands on learning. One thing to consider is old servers use a lot of power. I have a Dell power edge 2950 that got me into IT. After my first electric bill I realized I needed something smaller. You also don’t need to run it 24/7. You can even use a raspberry pi. I have very little experience with windows servers but I’d assume you could use a screen reader with them since you would use a windows desktop to admin it. For Linux you can use ssh and learn how you use the terminal. This is very VI friendly since it’s all text. You will have the same learning curve as sighted people since screen readers work well with terminals. Windows, apple and Linux desktops all work well these days with the terminal and ssh.

Commmunity college is a good place to start. Also an assistive tech trainer may be able to help. With coding classes though you’d have to learn more at a community college.
What makes you want to do information technology or coding.

Many community colleges offer cheap courses, and people with disabilities can get additional assistance.
