In the United States, I require a clock can also be a watch no difference and it should say the time every 15 minutes without the need to press any buttons.

Why do you need it? I think there’s add-ons for NVDA they can do this.

NVDA addon called clock does this. Further, Apple watch also does this in very interesting ways.

Almost any grandfather clock or similar would do this. Not very portable though.
