Use a very light touch rather than scrubbing your finger over the dots. You don’t want to press the dots into your skin because that numbs the sensation too much.

I learned as a 3 year old and have had the opposite problem, helping my sighted daughter learn to handwrite was a nightmare!
The very tip of your finger should be enough to identify the cell; proficient and speedy braillists almost all read with a smooth, gliding motion across the line.
Perhaps make yourself some flash cards?
It may also help to group the signs: b and c are rotatable, as are e and i, d f h and j, etc.
Also, the more you write each letter, the more you'll begin to intuitively recognise its shape under your finger. DO you have a smartphone or a tablet you can practice on? Or a computer that can run some Braille production software?

I noticed after I washed my hands with the hand soap lava I had a little more sensation, I guess because the pumice takes off a layer of old calloused skin.
