Problem closing web pop up with voiceover turned on (self.Blind)

When I go to the San Francisco Chronicle web site (sfchronicle.com), a small pop up urging you to subscribe appears after a couple of seconds. The pop-up, like most web pop-ups, had a small X in a circle in the upper right hand corner that you have to tap to close the pop up. The problem is that Voiceover doesn’t seem to recognize that X as an element on the page at all, even though it recognizes every other item in the pop-up. The only way that I can figure out to close the pop-up is to turn voiceover off, find the X visually, and tap it. (Fortunately, my vision still is good enough to do that.)
I’m wondering if this is a problem with me not understanding voiceover, or a problem with the Chronicle being really inaccessible. You’d think a big city newspaper would do it right, so I’m thinking that the problem is me

I actually have AdGuard installed. It doesn’t block this pop-up

It’s the website. I have some issues with that stuff to. I just don’t use it. They just don’t make their stuff accessible enough. I ran in to that on another website. Thought I found something good, I think it was healthline, but couldn’t close the ad gave it up as a bad job and found my stuff elsewhere.
