If I know that a former mark out, right before quitting, marked out 30 pounds of coffee in a week at different locations in our city. Can I report them and if yes what can happen? Can I do it anonymously?

Corporate can see when people mark things out, so if they wanted to do something they probably would have already done it.

My district didn’t let people mark out coffee at stores that they didn’t work at.
