There's this lady that comes into our Starbucks and buys a single brewed coffee then proceeds to take all of our sugar in the raw and comes up repeatedly to the condiment bar and drains our 3/4ths full creamer. Then as soon as we refill it after another customer comes up to let us know that the creamer is empty she comes back up to grab more. And after that she drains 1/4th of our large sugar container. She then spends the next 30 minutes in the store moving from seat to seat doing something on her laptop.

I would seek out DM guidance on this but would probably characterize this behavior as misuse of space and condiments under third place policies. She should be informed she can have up to 4oz of creamer for free, if she wants more you can give it to her on the side for a charge. Warn her that if she continues to misuse the space and condiments then she will be asked to leave. 2 more times and it’s a CT for theft. Make sure each time is reported as an incident.
