So I work as a barista at a licensed store in a grocery store and we have been running out of a RIDICULOUS amount of stuff. Short straws, lids, soy milk, almond milk, peppermint, white mocha and even mocha as well as other things.
The main issue though is the mocha. Instead of saying that we are out or running to another Starbucks to trade, my manager has opted to just dump two things of Hershey’s syrup with some hot water into the container and call it good. Apparently mocha doesn’t have dairy in it, while this syrup does which makes it all less okay for me.
I talked to one of the grocery store managers and they said it was fine as long as I told people we are using a different mocha with dairy, but I just don’t feel like this is right. Should I talk to someone from upper Starbucks about this? My manager often does dumb shit like this among other shittier things, but this they may actually be able to hold her accountable for.

UPDATE: So today I called the PCC and they basically said they couldn’t help me since I’m through a licensed store but that I should definitely get ahold of my District Manager. I went in early today to talk with a manager at my store to ask for my DM’s contact information, but the manager of my store basically said that they don’t give that out to employees and instead to tell him all the issues. I told him about the mocha, as well as all the other problems I’ve faced with my manager (I wrote them all down in my notebook beforehand since there are plenty) and he said he’ll get a number for an anonymous helpline for me. Now I have that number and I plan to call it tomorrow, but I’m a little unsatisfied with how he refused to give me my DM’s information.

That is absolutely not okay. Given that you work at a licensed location, running out of things is not unheard of. I do all of the ordering for a target licensed cafe and it's very difficult to keep certain items in stock. I would assume it's even more difficult for a grocery store.
If your store managers won't listen, I would advise you to find out who your Starbucks District Manager is. This is someone employed by the Starbucks Coffee Company to monitor and maintain brand standards at licensed stores. Most, if not all licensed stores have one, to my knowledge.

Not that I could find. Your best bet would probably be the Partner Contact Center. You can find the number online. Hopefully they can help put you in contact with your DM!

That's unbelievable that your SM wouldn't give you your DM's contact info. I am a licencee store manager for the past 8 years and we are advised to have our DM's phone number and email on hand for any of the partners who need to speak with of DM! Also we have the licencee manual which have a space for our DM's number!
It just sounds like to me you SM just needs to be coached on par levels. However I do know that with license stores, the higher management must likely are telling your SM to not order due to budget cuts. I know because I have been in that situation with higher management to re- lower par levels and cancel autoshipments! However I had stood my ground and said we needed the product. Also, I don't control autoshipments, it's part of the master license agreement! In the end, after all there drama and bs, I had left that company and I am now with another licensee. Even though I taken a pay cut, no benefits (I do pay privately), the decision turned out to be the greatest decision in my life and a great sense of relief to my mental health.
Btw, If these managers are telling you to use Hershey syrup, someone could be sick. I'd someone were to call in CSR hotline and your DM comes to do a Store Walk thru and to inquire, that licensee can be fine!
