I'd bet all of money this guy was an external hire. A good employee doesn't always mean they'll be a good manager. But a good manager *needs* to be a good employee. Starbucks corporate logic (or any corporation) thinks its better to take anyone off the street to be a store manager than it is to promote. Not sure I'll ever wrap my head around why this is
