Water through the drive thru? (self.starbucksbaristas)

I was a barista for 4 and 1/2 years recently left last Juneish I’m wondering if there is a new policy that states that customers are not allowed to order water through the drive thru? I was told this tonight by a barista. It may be an annoyance for someone to order water, but I have NEVER heard of a policy of this not being allowed! I would love some clarity on this! And isn’t it always make the moment right?

I know some locations cap it at like only Grande or smaller or at the most 2. But I’ve never heard of a store not allowing water only orders; a barista tried saying that once and got a crack down from our DM. However I work in Florida and you just straight up can’t deny people water here cause of the heat, it’s a law
