Cleaning dishes is literally CS's job. It is one of the four steps of the CS cadence. In addition to that, shifts no longer have to worry about doing shift things AND dealing with cafe customers at the same time, so what are they doing?

Our customer support guy is the one that helps me with the dishes when he can, he still does his regular jobs around the store. However, our shift supervisor does nothing but sit around and chat.

Call your SM/DM and tell them your shift supervisor is running plays incorrectly, deploying CS incorrectly, assigning dishes to DTO and sitting on their ass doing nothing all shift.
