Can someone explain how we’re getting paid starting tomorrow? I was told that we’re getting both the $3 raise while we were working but also getting cat-pay on our days off. Is this true?

We are getting the 3$ raise for every hour we work, but if you fall below your average hours worked, CAT pay will fill in the missing hours towards that average.
Example: You work 15 hours, but your average is 20. You get the 3$ raise for the 15 and then 5 hours of CAT pay

My daycare center will not reopen this month so I have only been able to find a sitter for 15 hours a week, but I usually work 30. Would I still be able to get that CAT pay? I am kind of annoyed that neither by sm or dm mentioned that CAT pay was extended for parents facing child care issues. Thank you for your time

Your situation is a little different. Your SM should have discussed your options weeks ago when this information was cascaded to SM´s. Your SM should have asked you to update your availability weeks ago for the current schedules.
How many hours are you on the schedule? Hopefully you have told your SM your current childcare situation and <that> you are scheduled whatever hours you´re actually available. Cat Pay will be extended for partners scheduled less hours (for whatever reason... availability, lack of hours, etc.).
But you do qualify for Cat Pay... its supplemental due to being scheduled less hours.
