I was told to mix condensed milk with regular milk to make it 'feel' like a Frappuccino. What is in the milk that is condensed?

Starbucks doesn’t have condensed milk. Condensed milk just a heavily sweetened thick milk, the closest comparison would be white mocha sauce.

The customer must’ve been from Hawaii. Hawaii stores have condensed milk as a sauce.
