Is a customer aloud to record a partner (at any level) while working? Whether it’s intentional and obvious, because maybe an entitled customer or wrong drink order and the customer is upset. Or creepily by a customer where they think they’re going to be unnoticed but it’s obvious they’re being super creepy??

States have different laws about recording in secret. Some states are “two-party” states meaning both parties have to be aware. Others are “one-party” meaning only one (aka the recorder) has to be aware.
Starbucks has the right to limit recording in their stores however they can’t necessarily pick and choose. It’s kind of all or nothing so IF they were to go after a customer for recording, the fact that a billion people a day (customers and partners) are making videos, etc. in the store would be taken into consideration. However if it’s behavior associated with harassing or threatening behavior, the company can address THAT and just point to the recording as another incident of harassing behavior.

It's not illegal, but it can easily be a disturbance to the third place. If it's causing a disturbance a shift should ask them to stop.

It depends on your store, but by and large THAT IS ILLEGAL. Especially if it's being used with the intent to harm someone like making fun of a barista, trying to get their information, etc.
Edit: it's been illegal in the stores I've worked at, we have signs posted banning filming. but as the replies mentioned, it is a public place. Sorry.
