I'm thinking of going for PREFERENCE 2 but I want to know if I have to pay back for unemployment in NYC?

Hi, NYC partner here!
You only have to pay it back (owe taxes) if you chose for the state and federal NOT to take taxes out of your unemployment checks. It’s not an automatic option for them to take out taxes. While you were filing, it should’ve asked you if you wanted state or federal taxes taken out.
Now on how to pay it back, you’ll know next tax filing season if you owe federal or state taxes.

You can set up a payment plan with the IRS so for example:
You can have them go into your bank account and make automatic payments (installment agreements) to pay the balance off. So technically, yes. You can pay it by debit card.
