I think they can present the option to you and try to persuade you but if you don’t want to go, they can’t force you. AFAIK

I worked for Starbucks for 10 years and was transferred like 15 times lol. I was never suuuuper happy about it because I always got comfortable in my home store but I never said no.
I found that being transferred was the key in my success within the company as I moved up to SM. I got visibility within my district, and became someone they knew they could count on. I knew everyone in the district, and made so many friends!
By the way, new stores are so fun because it’s a mash up of partners from everywhere, and you get to grow the team together!
Saying no to a transfer might not be too bad, as the company never wants to transfer someone who isn’t wanting to go(bitter bean they call it). If you are looking to advance, I would recommend doing it. If there are major reasons you don’t want to, they will likely find someone else and then not be too happy about it secretly. I don’t mean to make you feel bad, I’ve just been in tons of SM meetings where they talk about peopling and assess everyone individually.

When you were presented the 3 options and if you chose one or two, which I’m assuming you did, you’re asked to confirm availability and willingness to transfer. Did you say you were willing?

In the partner guide there's a section that talks about them being able to schedule you at other locations. So they can do it unless there's a local labor law that would prevent it.
You're best option is to try to convince your SM that this isn't a good fit for you and to try to find another partner to transfer.
