No, because he wasn't able to send out the update, one of our shifts did. Also, he has this thing about messaging him after 4pm.

If they're salaried, they are on call. Just don't blow up their phone at sleep times.

That hasn't stopped him from repeatedly complaining about it.
EDIT: the latest I've personally messaged him in the last year was around 5pm. That was about the 3 options BS.

I had Monday off since we didn't have power back till like 8 last, but does it really count as a day off when you and your family are trying to recover from a storm?
