I wanna say probably? But I would definitely have a chat with the SM of wherever you’re transferring to and see if there’s a chance you won’t have to. If the minimum wage is lower though the cost of living is probably lower too so it will most likely be comparable to your situation now.

Yes, your pay will adjust to the wage of the new state you are moving to. So if you get paid $10 an hour now and new state starts at $9 an hour, your pay will adjust to $9 an hour.
