Even if we weren't in a pandemic, you shouldn't be preparing people's food if you are feeling sick. It's in the servsafe training

my store quarantined me for 10 days from the last time I was in contact with a positive tested person.. the positive tested person returned to work before I did because they “felt better” .. made no sense to me so I eventually quit

Is your store doing the Covid coach everyday? That would tell the partner whether or not they can work. If the coach isn’t used at check in prior to each shift by each barista, that’s an issue in itself. If the barista does have the symptoms and the Covid coach says to isolate, then isolate. If it’s not being used, inform your DM you store isn’t following check in policies.
The partner can’t lie about working or not. They punched in and out yes? It’s recorded that they worked. If the manager changes it and deletes or alters the punch, the DM is notified.
If DM doesn’t follow up and follow through, call ethics and compliance.
