It’s not unusual for a manager to deny a significant availability change without any prior notice. One the other hand, it’s hard to make a significant availability change, especially in the middle of our busiest season of the year.

Realistically, there’s no real way to force your manager’s hand. They’re within their right to deny your availability requests. If they won’t accept your availability request, your only option would be to try to find a store that would be willing to accept your transfer with a limited availability.

That's absolutely fair. My only issue with the reduced hours is that there's baristas there, asking for more hours, and are scrambling to get more. Thankfully they take my shifts sometimes, but I think it's fair to reduce my hours to give the ones that need to pay rent more.
Would you say it would be easier once December is over?

There’s a lot of factors that go in to deciding who gets what shifts. It’s entirely possible that your coworkers don’t have enough availability or the correct availability to be able to get the hours.

I have no way of knowing what things will look like after December to be able to answer your question.
