Give them something to do. If there's no customer, have them sanitize everything in their station. If there is a customer, have them work on connections.
I wish someone had been candid with me about customer connections when I first started. It might help a lot to tell them how the customer connections scoring system works and how it directly impacts your store (as in labour hours, not feel-good stuff about making everyone feel at home etc.).

whats worked at my store is putting ssvs and sms beside them on dto or dtr. keeps the fear of god in them / u can actually blockade them into their place

Genuinely give them something else to do. It’s so frustrating when I’m on DTO and a customer rolls up their window while waiting and I’m standing there like an asshole. If I’m not being helpful I get in trouble, if I’m not standing there, I’m in trouble? I would rather get in trouble while at least helping someone
It’s even more annoying when there are no customers and then there are no backups to make. I think it’s helpful when there are always backups behind me to make in case a customer doesn’t want to talk or we start having no customers

You’ve told them it’s a planted position but maybe you should repeat that in even simpler terms a couple times while training. Maybe even make a crappy joke or try to relate to them? “I know it kinda sucks and feels weird but you just have to stand there” idk... lol

The fear of God does not work with the people of today! They aren’t afraid of loosing their jobs! They’ll just go get another one! The problem here is the SSV, you need to take control! It’s your way or the highway! Be more assertive and use the write ups as you should! Come on people we aren’t helping these people by not making them do what they were hired to do! Talk to your manager or senior shift! I am absolutely adamant about this at my store and when I say do this or that, it gets done!
