I'd definitely go on Partner Hub, find the contact info for HR, and report not only the relationship but the harassment and the lack of response from your DM. You can make sure everything stays anonymous, and maybe corporate will care more.

Its a person in power with a person not in power.
I've worked with a bf/gf situation but both people wee baristas and they weren't scheduled together. I've worked with a mother/daughter situation also, but again, both Baristas

If you take the information on the partner guide extremely strictly then no, it's a conflict of interest.
However it's also important to be reasonable about it and understand that the conflict of interest is pretty trivial if we're talking about a barista and a shift, and as long as it's disclosed and you make sure that there is no unequal treatment in the workplace resulting from the relationship then it's ok.
If you've seen one of the people in this relationship abusing that to harm someone else, give them extra benefits, or use it to harass them then that's not ok. and you should report it.

Ok, that's a completely wrong. That should be reported to your SM or partner resources. That makes the workplace uncomfortable for everyone.

If the SM does nothing then you go one level up and report it to the DM or partner resources.
