At our store closing does all the counts- I count everything in freezer before I do my 3hr pull the morning shift leaves a list of what was pulled sandwich wise and we just scan barcodes and add to the count so we don’t have to sift thru trays of food.

morning shift does dept and in freezer counts, night shift doesn't out count. My store is also busier mid day/afternoon so night shift has a lot more cleaning and such to do with maybe 2 people

Mornings do in freezer counts, because you have to count the sandwiches before you pull them. Evenings do out of freezer, and you can do that after the evening pull because you don’t count the things you pulled, they were counted in the in freezer count.
Department count usually falls on me, the closer, but sometimes it’ll be half done.
Trick for the milks- stock all your milks up front then count the BOH and write it in the book where you do your milk counts, and just look at that and enter it with how many are up front. Goes faster and you don’t have to count the BOH milks twice. But if you get a milk delivery you don’t count the ones that were delivered!

At my store the morning or mid ssv does the department counts and the closing ssv does the food counts. Personally I like to get mine done at like 1-2 pm so it’s way too early for the evening food pulls and rotations.
