I recently reported my manager to my dm and now he cut my hours by 10 for the new schedules. Is this considered retaliation? What do I do about this?

Ha ha. We don't have a union at starbucks. (unless you work at certain licensed stores that have a union, like some Krogers)
But this is a great reason to form a union, because I don't trust out HR to handle this fairly or transparently.

Of course they won’t; they think proles like you are less than expendable, seeing as the economy of capitalism requires a desperate work force that will forgo rights for less than minimum wage. Not that they see management as gold, but they’ve invested more in them. Cops investigating cops is useless, at best.
