Currently work in MT and have not seen any SSVs younger than 18 because of ease of scheduling (I think there always needs to be an adult in the store in case of emergency) and labor laws (can't work before 7am, etc.) even though those laws are super easy to get around.

Theoretically though, yes. And since lots of kids start drivers' ed at 14.5 yo and get their licenses right at 15, it'd only take a year of being chaperoned to work.
