Beverage sequencing and milk steaming routine? I’m not sure what else it could be?

I’d guess that would mean to make sure that things are running smoothly with everyone else on bar, not just yourself. Just be attentive and consider more than just what you alone are doing in front of you. Make sure drinks are being made in order, sticker cups and distribute them to the right bar, be a resource for others around you if they have recipe questions or if you see them doing something incorrectly. Otherwise I suppose it could mean to follow standard beverage routine (steam milk, queue shots, pump syrups, etc...) but the way it’s worded sounds more like the other.

So like, taking initiative and acting in more of a leadership position rather than a just barista ?

Sort of. But remember you still are a barista and shouldn’t assume a role beyond that. All baristas should strive for a confidence and efficiency IMO. I think context is important, like if you told me that your manager pulled you aside angrily and yelled at you to be more of a team player and lead the routine, I might have a different understanding. But if you’re growing into being a strong partner, I’d say it’s probably just that he wants you to assume that role as a strong partner and help out newer partners on bar.

I could be massively wrong but i would take that as setting up cups and putting pumps in them?
