I would ask your store manager, my store charges for a custom tea latte for anything that's not on the menu. So if someone wanted a short cup (full) of sweet cream they would be charged for a short custom tea latte. If its something like milk or cream on the side with coffee we don't charge unless they want the cup full. This also happens when people try to order cups of ice water with scoops of inclusions and they usually get mad but if they really want it they will pay for it.

No. That's a cold vanilla creme, no ice, with heavy cream or something similar. Don't let people scam us. We work out asses off enough already.
