Call the store and tell them what is going on. Texting your shift that you are calling out is inappropriate.

What? They should prob call the store as well and generally let them know what’s going on but how is letting the shift (their boss) know they are not able to come in inappropriate? And obviously they’re trying their best to come back into work immediately

Because if the shift is opening tomorrow they are likely not at work right now and aren’t getting paid to deal with tomorrow’s problems at home. That’s just my personal opinion on the matter, but also per official policy, texting isn’t a recognized form of communication and if they don’t call the store, it can be considered a no call no show.

This is all true, but, sorry to say, different people make different judgment calls when it comes to this kind of thing, and I thought it was most appropriate to contact the shift supervisor I would be dealing with at work, since my manager is on vacation and I don't have the phone number of my temporary manager.

You would still contact the store. There is nothing your shift can do from home. It’s not about judgement calls but actual procedure.
