This isn’t unique to Sedgwick, it’s federal. Unless you have supplemental insurance specifically for short term disability to cover the gap 2/3 is as much as you’ll get from anyone while on disability.

This is true and also the same at many places. There is also a 8 day gap they don’t pay you for that starts the day you call. You can use sick/vacation hours to cover those hours though. I’m currently on medical leave and have been on workers comp twice before.
