I personally can’t lift multiple cold brew toddies up to the counter without dropping one so i babysit them until they’re finished. I’m not going to blow my back out for this job.

I mean... the ice was produced in a different location... transported by truck. Trucks are usually typically dirty cuz who has time to scrub truck cargo areas... then typically they're placed in a cabinet/ice bin thing. I'm sure those are probably not the cleanest either. Tbh as long as your floor is regularly cleaned... that's probably the cleanest surface those bags have sat on...
Also... the cube is clean. Right? And the floor is clean?It's also not like customers are licking cold brew off of the floor...
Tbh, corners are cut everyday in multiple restaurants. I've heard tales of workers at McDonald's picking up dropped burgers and slapping them back on sandwiches to hand out to customers, moldy ice cream machines, etc etc. This is really nothing to be super serious about. There are bigger and better things to be concerned about.
Plus - if you're this concerned... do you ever batch frappuccinos? Yes? Well guess what, we're not supposed to ever do that either... and yet... we do! The floor is, I assume, clean? So are the cubes? Tbh, if it bugs you then move the bags and lift the toddies and cubes to more appropriate locations. Problems solved.

I mean if you want to count the ways it’s wrong, definitely against EHO & QASA to have any of it on the floor, trip hazard, ice bags leak/condensation so slip hazard, if that container is being left open it needs to be covered in some way to protect from contamination and date labelled and obvs 6” above the floor.
Practical advice - stick the ice bags in an unused sink, whack the toddy somewhere waist height, put the container on an elephant’s foot so no one strains their back holding it & make sure it’s covered. All good.
