Having worked for the SNAP (food stamp) office for several years... EBT benefits were corrected probably about 10 years ago to allow families to purchase "prepared" food from grocery store (think deli rotisserie chickens and potato salad from behind the counter). But it depends on the computer coding in the store system. EBT benefits were never developed or intended to be used in dining establishments. Which is why it does work in some stores but not others (restaurants). Target stores that sell groceries in theory should be able to take benefits for grocery items-but again it depends on how their computer system is set up.

I’ve been on food stamps and never once felt the need to spend my food money on a Starbucks drink, scream at the barista that there’s not enough caramel when there’s half a bottle in the drink, and then scream at my child that they don’t need something to eat. It’s just as annoying when anyone does it, but a third of my customers do the above and it sticks with you. I also have plenty of customers use their ebt and still manage to treat me like a person while ordering, same with customers using their platinum credit cards and speak to me like I’m a coffee robot.
